This text file describes the GEMPAC and document files contained here:

GTAPLR.TAB is a modified version of the GTAP tablo code.  The changes are listed
           in the appendices.
CMF files are the command files to implement a NAFTA shock, create a steady
           state database using both the risk adjusted and non risk adjusted
           models and finally implement the APEC shock using the four methods
           discussed in the paper.  The command files assume the
           following directory structure:
           c:\lrcls - containing command files
           c:\lrcls\data - containing data files
           c:\lrcls\model - containing TAB files
           c:\lrcls\risk\ss\lr - containing risk adjusted steady
           state model results
           c:\lrcls\risk\ss\data - Containing risk adjusted steady state data results
           c:\lrcls\risk\std\lr - containing risk adjusted long-run (std database) results
           c:\lrcls\risk\std\sr - containing risk-adjusted short-run results
	   c:\lrcls\nonrsk\ss\lr - containing non-risk adjusted steady state data results
	   c:\lrcls\nonrsk\ss\data - containing non-risk adjusted steady state data results
	   c:\lrcls\nonrsk\std\lr - containing non-risk adjusted long-run (std database) results
	   c:\lrcls\nonrsk\std\sr - containing non-risk adjusted short-run results
	   c:\lrcls\shocks - containing shk118.tab

           The command files include:
	   SSADJ.STI - is the file which uses modhar to adjust the data file GDAT118.HAR to incorporate expected risk free rates of return.
           SHK118A.STI - file to generate shk118a.gss and shk118a.gst
           GTAPLR.STI - file to generate gtaplr.gss and gtaplr.gst
	   SHK1.CMF - determines NAFTA shocks using Shocks.tab facitlity
	   NAF118.CMF - contains shocks for implementing the NAFTA shock using a short run closure.
	   SHK2A.CMF - determines APEC shocks and Growth rate shocks using Shocks.tab facitlity.
	   APRA.CMF - implements APEC shocks on post-NAFTA database using a risk adjusted long-run closure.
           APRAF.CMF - implements APRA.CMF with Francois' flow variable exogenous
	   APNR.CMF - implements APEC shocks on post-NAFTA database using a non-risk adjusted long-run closure.
           APNRF.CMF - implements APNR.CMF with francois' flow variable exogenous
	   APRASR.CMF - implements APEC shocks on post-NAFTA database using a risk adjusted short-run closure.
	   APNRSR.CMF - implements APEC shocks on post-NAFTA database using a non-risk adjusted short-run closure.
	   SSARA.CMF - implements shock to equate growth rates across all regions using risk-adjusted method
	   APSSARA.CMF -  implements APEC shocks on a risk adjusted steady state database using a risk adjusted long-run closure.
	   SSANR1.CMF - implements shock to equate growth rates across all regions using non-risk-adjusted method
	   SHK3A.CMF - determines shocks to equate expected rate of return using Shocks.tab facitlity.
	   SSANR2.CMF -  implements shock to equate expected rates of return across all regions using non-risk-adjusted method
	   APSSANR.CMF - implements APEC shocks on a non-risk adjusted steady state database using a non-risk adjusted long-run closure.

Data files - all relevant parameter, set and data files (original and
           adjusted) required to run the 11 region by 8 commodity aggregation
           are included.
Solution files - solution files (sl4) for the non-risk adjusted
           and risk-adjusted simulations are includes (display files (DIS) and
           updated header array files are not).
SHK118A.TAB is the new shocks.tab file to determine shocks to tariffs
           and to the expected rates of return and growth rates.
Shock (.SHK) files resulting from the implementation of shk118z.tab are also
           included.

If you are implmenting these shocks on your own data base it is very important that you firslty ensure that 
RORDELTA equals 1 in the gtap parameter file.  To do this you will need to open up the the relevant parameter 
file (gpar.dat) using the gempack editor.  The parameter RORDELTA is usually located at the bottom of this file.
