Base 26x12 Database based on two prior database modifications as outlined below:
               1) The base data (egybav2) has the SO scenario imposed on the database using the altertax procedure (creates version egyalt)
               2) ATC implementation is simmulated by shocking the database (egyalt) to  creates a new
	    database (egyaltmf -- this database) to which Doha Scenario shocks are applied.

S0 Scenario brings Tariffs to their 2004 levels, accounting for world wide librilatization due to: 

1) Implementation of WTO comittments and EU enlargement.
2) The Egyptian tariff scehdule is also updated to 2004 to account for:
	i) Textile and Apparel Tariffs are brought down significantly;
               ii) Food and Beverage Tariffs go up significantly, due to old specific rates being converted to AVE
               iii) Most other applied rates come down as a result of on going Egyptian tariff librelization
US tarrifs for the QIZ program were also accounted for using US data on trade prefrences for 2005. 

The altertax PROCEDURE is used to re-calibrate the base I-O data to the new tariffs, see experiment Altaxso

A GemPack program called scenario.tab is run to create the shock file scnpot.har (scenarios in Power Of Tariff). 
Note that only scenarios S0, S4, S5 and S9 have had the updated Egytian tariffs, since these are the scenarios being negotiated in the Doha Round.  
The file scenario.har contains the new tarrifs for the 26x12 sectors and regions in levels form.
