This version of GTAP is fairly large: you will need a GEMPACK licence to run simulations with it.
The cheapest licence which will suffice is the "Introductory GEMPACK licence"  which you can obtain from the GEMPACK distributors.

I.	CLOSURES

A. Switching between GTAP and GTAP-E

This version uses the GTAP-E model. The model runs in two modes:
(1)  Load the GPAR.prm file to set the value of the SWITCH parameter to 0: this will produce the standard GTAP results (i.e. without fuel-substitution),
(2)  Load the GPARE.prm file to set the value of the SWITCH parameter to 1: this will produce the standard GTAP-E results (i.e. with fuel substitution).

B. Switching between emissions reductions and other applications

If you wish to do something OTHER THAN target emissions reductions, you will want to alter the closure. For example, there is an experiment file in which global energy efficiency increases by one percent. If you use the emissions fixed closure and shock only afener, then the model will try to keep a constant level of emissions. It can adjust the tax instrument, however the latter is constrained to be positive, so that the problem is infeasible. Therefore the closure in this experiment is altered to fix the carbon tax and endogenize emissions.
