"Doha Proposals for Domestic Payments: Assessing the Priorities"

Abstract
The Doha agricultural negotiations and proposals for domestic support are introduced before a discussion of linkages between domestic support and trade. The GTAP model is then used to examine posible domestic support outcomes of the negotiations within scenarios that also model reforms to market access and export subsidies. We conclude that most of the resulting global welfare gains are likely to come from improvements to market access, not domestic support.Reductions in developed country domestic support could even harm developing countries through negative terms of trde effects.Relaxing domestic support constraints might encourage developed countries to offer further market opening, from which the developing world will benefit.
