"Access to Environment Goods and Services in Botswana: A focus on Tourism, Energy, and Water" by Stojanov, Aleksandar, Michael Friis Jensen and Joseph Elizeri Mbaiwa Abstract This article highlights the significance of Environmental Goods and Services (EGS) for Botswana's economic recovery and long-term growth prospects in a low-carbon world. EGS can foster sustainable and more competitive tourism, renewable energy access, and natural resource management. However, Botswana's access to EGS lags behind due to tariff peaks, behind-the-border barriers, and industrial policy concerns. The article draws on new pricing data from Botswana, Namibia, Kenya, and South Africa to compare the accessibility and price of EGS. Results indicate that Botswana has lower EGS imports than similar economies and faces several constraints in accessing them. The article proposes policy reforms to eliminate tariff peaks, reduce behind-the-border barriers, and promote EGS investment. These reforms include trade liberalization at the regional level, addressing EGS misclassification, improving customs legislation, developing an import quality policy, and reducing regulatory barriers for imported environmental services. |
