"Assessing the Trade Creation Effect of EU Bilateral Trade Agreements"

Abstract
This paper assesses of the trade impact of European preferential agreements. Proper identification is achieved by focusing on bilateral agreements signed by the EU during the last decade. Based on time series data of tariffs and trade at the tariff line level, for the period 1998-2004, the econometric analysis is able to control for various sources of unobserved heterogeneity. Non-tariff issues are also analysed in detail and incorporated in the quantiative analysis. We show that while the scope of these agreements is fairly restrictive, price elasticity of imports is rather large, and may be magnified by appropriate trade facilitation measures. Since this is still ongoing work, this draft is very preliminary and incomplete. It will be updated before the conference.
