Abstract
The gains from Uruguay Round Agreement on Agriculture (AoA) under WTO were estimated to be large, especially for the developing countries. However, the developed countries have largely benefited from the multilateral trading system, and the accrued gains have bypassed the developing world, South Asian nations being no exception. This is very often observed as an outcome of unfair trade in agriculture with developed countries protecting agriculture against developing country exports. While the elimination of ‘trade-distorting’ support measures is expected to be beneficial to developing countries, developed countries are resisting any such move towards agriculture trade liberalisation. These perceptions have been driving the debate on multilateral agriculture trade negotiations, which has taken an interesting turn of late with the contrasting views put forth by Bhagwati and Panagariya (2002), Panagariya (2004) and Cline (2005). These cross currents assume importance in the context of Doha Round of Negotiations. This paper estimates, in a CGE framework, the gains accruing to South Asian economies from developed country liberalisation of agricultural trade in terms of elimination of domestic support and export subsidies and reduction in tariff rates. The estimates based on GTAP 6 database show that developed country agriculture trade liberalisation not only leads to substantial welfare gains in South Asian countries, it enhances global welfare as well.
