"Measuring the Benefits of Global Liberalization with a Consistent Tariff Aggregator"
by Laborde, David, Will Martin and Dominique van der Mensbrugghe

Abstract
This paper applies the consistent aggregation technique developed in a recent paper by James Anderson to an assessment of global trade liberalization. The analysis finds that the measure used to assess the expenditure and quantity effects of trade reform is generally larger than the standard weighted average tariff. Global and national welfare results are also generally larger.
