REGIONAL INTEGRATION IN A GLOBAL ECONOMY

Abstract
The European Union has aggressively pursued selective trade agreements with individual developing countries. Such agreements increase particular kinds of trade, perhaps at the expense of other sectors and countries. This study quantifies the impacts of alternative EU-South Africa trade agreements. It turns out that excluding agriculture from such agreements sharply reduces their gains and increases their costs. Furthermore, any EU-SA agreement is likely to impose significant costs on South Africa's neighbors, unless they undertake unilateral liberalizations of their own.
