"Using Trade Liberalisation to Compare Dynamic Baselines" by Cunningham, Teale and Francesca Peck Abstract The removal of trade barriers as part of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) may materially affect international trade patterns. Analysing isolated impacts from complicated, international policies, like this new trade bloc, can be challenging because of the uncertainty and complexity of constructing a counterfactual state of the world. This paper contributes to a newly evolving area of literature which seeks to understand the effect differences in baselines have on general equilibrium analysis. We compare baselines by using them to run a scenario simulating CPTPP, then use analysis of these results to qualitatively group and narrate them. We hypothesise when simulating tariff liberalisation scenarios, baselines which are more optimistic about income growth will produce larger changes in income due to the multiplier effect. This paper will begin to advise analysts on how best to construct and communicate the foundations of applied, dynamic policy analysis. |
