"Green Transformation or Trade Protection? The Impact of Carbon Border Adjustment Mechanism on the Restructuring of Global Value Chains" by Zhao, Wenqi, Ci Tan and Jiaze Sun Abstract As the international division of labor evolves towards greener practices, carbon markets and trading mechanisms are set to strengthen the restructuring of value chains. The European Union's planned implementation of the Carbon Border Adjustment Mechanism (CBAM) signals the imminent green restructuring of global value chains. This paper integrated the energy emission modeling technology of the GTAP-E model with the global value chain (GVC) modeling approach of the GTAP-GVC model, embedding both GVC and carbon emissions endogenously into the CGE model (GTAP-E-GVC) for the first time. It delved into the impact of the EU's CBAM on the restructuring of global manufacturing value chains and its environmental effects, particularly for non-exempt countries like China. The research focused on two core scientific questions: Does the CBAM have potential externalities on global carbon emissions? Does the CBAM significantly influence the restructuring of global manufacturing value chains? This provides a new perspective for understanding the complex impacts of the CBAM on the restructuring of global value chains and offers important references for formulating effective environmental policies and adjusting global industrial structures. |
