"An Analysis of the US Ban on exports of Semiconductors and Supercomputers to Chinese firms: An Extended Supply Chain Analysis"

Abstract
With the introduction of tariffs into the ImpactECON Supply Chain (IESC) Database, the IESC framework has been adapted to include both the end-use classification and the importing agent of traded goods. In this paper we illustrate how this additional detail on the end-use and importing agent can be useful for global trade policy analysis, particularly as trade policies become more targeted and complex.
To illustrate, we examine the impact of the US’s ban on firms exporting semiconductors and supercomputers to Chinese firms. We compare the results of the IESC framework to the GTAP framework, where there is no distinction between imports by firms, investors, and final consumers. We find that specifically targeting the US ban of exports to Chinese firms, rather than on all exports regardless of the importing agent, significantly alters the impact of this policy on the Chinese electronics industry.
