"Beyond Borders: How Trade Policies Affect Deforestation" by Zamani, Omid and Janine Pelikan Abstract Trade restrictions on high-deforestation commodities are increasingly being used to curb tropical deforestation, yet their actual impact remains largely unquantified. Understanding their effectiveness is crucial for designing policies that balance the environmental and economic goals. This study evaluates trade restrictions on high-deforestation commodities for three scenarios: two based on the EU Deforestation Regulation and one exploring a globally coordinated implementation of import restrictions from High Deforestation Regions (HDR). This approach allows us to examine the effects of these measures when enforced by a single country or region versus multiple countries working together. For the analysis, we use a policy assessment framework based on MAGNET, a global general equilibrium model. Results show that global restrictions achieve the highest reductions in HDR exports, limiting trade diversion and cutting managed forestland in HDR regions by 40 million hectares. In contrast, EU-only restrictions mainly shift trade to alternative markets like China and MENA, with limited impact on global deforestation. |
