"Quantifying Non-Tariff Measures of ASEAN Countries Using GTAP CGE Model: Updated Analysis with Proposed U.S. Tariff Rates"

Abstract
This study aims to quantify the trade and welfare implications of non-tariff measures (NTMs) in the ASEAN region, using a Computable General Equilibrium (CGE) framework based on the Global Trade Analysis Project (GTAP) model. As a critical first step, the model’s baseline is updated to reflect recent global trade policy developments, particularly the United States’ reciprocal tariff initiative announced in April 2025. These tariffs, imposed on a country-specific basis across all trade partners, are aggregated from HS-6 product-level data and integrated into the GTAP database as revised bilateral tariff wedges.

The main analysis will focus on estimating ad valorem equivalents (AVEs) of NTMs under the MAST A851 classification using a gravity model with Poisson pseudo-maximum likelihood (PPML) estimation. These estimates, derived from bilateral trade data spanning 2012–2021, will be embedded into the CGE model as import-augmenting iceberg costs. By combining updated tariff inputs with newly estimated NTMs, the study will simulate their joint and independent effects on trade flows, production, and welfare.

This integrated framework will provide a foundation for policy experiments that explore the strategic responses available to ASEAN economies under escalating global protectionism and evolving regulatory constraints.
