"An overview of the PPVC Approach"

Abstract
The PPVC framework represents a transformative, evidence-driven approach designed to address the unique challenges faced by developing countries in fostering inclusive agricultural transformation amidst constrained fiscal environments. Developed collaboratively by the Bureau for Food and Agricultural Policy (BFAP) and the International Food Policy Research Institute (IFPRI), PPVC equips governments and stakeholders with analytical tools to rank, analyze, and prioritize agricultural value chains, enabling targeted interventions that align with national development goals.

PPVC integrates market, inclusiveness, transformation, and climate indicators into a dynamic process that identifies value chains with the highest potential to drive economic growth, alleviate poverty, ensure food security, and generate employment. The approach unfolds in two distinct phases. The first phase employs qualitative and quantitative metrics to rank value chains based on performance indicators, leveraging tools such as partial equilibrium (PE) and Rural Investment and Policy Analysis (RIAPA) models to simulate market scenarios and assess socioeconomic impacts. Value chain rankings are supplemented with stakeholder engagements to ensure alignment with policy demands and local priorities.

The second phase involves deep-dive analyses of prioritized value chains, focusing on end-to-end mapping of product flows, gross margins, spatial contextualization, and economic feasibility. This phase provides actionable insights into policy reforms and investment strategies, addressing bottlenecks and fostering inclusiveness through tailored interventions.
PPVC’s phased methodology culminates in policy reform and investment prioritization, while its post-implementation support ensures ongoing engagement with the public and private sectors. This participatory aspect builds capacity and tracks the impact of reforms, creating feedback loops that inform continuous policy refinement.
