"Policies for promoting food and nutrition security in Nigeria"

Abstract
Nigeria faces a major food and nutrition insecurity crisis, which is worsening over the years. The United Nations Children’s Fund (UNICEF) noted that about 25 million Nigerians were at risk of food insecurity in 2023, increasing from 17 million people in 2022, and about 5% of global burden of undernutrition is borne by Nigeria. Left unchecked, this could undermine poverty alleviation efforts and the attainment of other key Sustainable Development Goals (SDGs).
To address this challenge, the Nigerian government has formulated several policies, focusing on agricultural productivity, income support, education awareness, cash transfers and health interventions, with limited positive outcomes. Hence, this study aims to understand the food consumption patterns in Nigeria and simulate and compare the impacts of these policies on economic and food and nutrition security indicators. To achieve the objective of this study, we use two different but complementary approaches. This first approach analyses data from the Living Standard Measurement Survey 2018/2019 to understand the pattern of food consumption among Nigerian households, across different regions, rural-urban, income quintile. The second approach entails using DEMETRA, a single country dynamic CGE model, and Nigeria’s 2019 social accounting matrix to analyse the economy-wide and food consumption impacts of existing and potential policies. The policies are simulated using the model to obtain macroeconomic, structural and household (food) consumption impacts. The results of the CGE model are then linked to a micro-model to examine the impacts of these macro changes on food and nutrition indicators, which are based on the food consumption pattern mapped with the survey data. The results of this study will show the relative effectiveness and impacts of these policies on economic and food and nutrition outcomes and serve as a guide for making optimal food and nutrition policies in Nigeria.
