"The EU Deforestation Regulation for Cocoa: Impacts on Ghana’s Economy and Deforestation"

Abstract
This study examines the impact of the European Union Deforestation Regulation (EUDR), a novel policy within the EU's European Green Deal, on the Ghanaian cocoa market and related deforestation. The EUDR, which will come into force in 2026, requires cocoa products imported into and exported from the EU to be traceable, deforestation-free and in compliance with the laws of the producing country. Ghana, which exports a large proportion of its cocoa to the EU, faces significant economic impacts and challenges in adapting to the regulation, particularly given the high rate of deforestation associated with cocoa farming. Using a multi-model framework, including a global partial equilibrium model of cocoa and cocoa products, a computable general equilibrium model of the Ghanaian economy and the LUISA4Africa land use model, this research explores the bifurcation of the cocoa market into compliant and non-compliant segments and the subsequent shifts in global trade flows. Scenarios consider the different responses of consumer and producer countries to these regulatory changes. The analysis anticipates significant changes in Ghana's cocoa sector, with implications for farmer incomes and emerging land use patterns. The results provide insights into the potential effectiveness of the EUDR in reducing deforestation and contribute to the broader debate on the impact of trade policy on sustainable development and the environment.
