"Country-Specific Framework for Environmental Policy Analysis (CSAVE): Assessing International Financing for Climate Change Adaptation in Bangladesh" by Chen, Y.-H. Henry and Sergey Paltsev Abstract Country-specific framework for environmental policy analysis (CSAVE) is a single-region computable general equilibrium (CGE) model with input-output table and trade activities calibrated based on Global Trade Analysis Project database. The goal of our work is to offer a concise scheme for analyzing policy impacts on a domestic economy, without the need of using a large-scale global CGE, which may be time consuming to run or is prone to encounter numerical challenges. Another advantage of using CSAVE is the ability to model the nominal exchange rate, a key variable typically not represented in global models. Two modeling exercises using CSAVE are provided: 1) we study implications on the domestic economy of Bangladesh when it receives foreign transfers via climate finance. The finding reveals that besides welfare gain, Dutch disease can be a potential side effect of receiving foreign transfers; 2) based on existing research on global warming and how the higher temperature could reduce crop land and labor productivities, we explore the economic impact of climate change on Bangladesh. We find that the present value for the 2020–2050 welfare loss due to climate change is around 89.8 billion USD, and the annual foreign transfers up to 2050 starting from 2026 in offsetting the loss is approximately 2.8 billion USD. |
