"Entrepreneurship, Employment, and Economic Growth in Morocco: A Computable General Equilibrium Analysis" by Amaziane, Hafsa, Abderrahman CHOUHBI and Nabil El Baouchari Abstract Morocco has placed employment creation and inclusive growth at the core of its development strategy, yet structural labor market challenges persist. Youth unemployment remains particularly acute, reaching around 35–38% for individuals aged 15–24 in 2025, compared to an overall rate of about 13%. This gap reflects deep labor market duality, a large informal sector representing roughly one-third of employment, low female participation, and the dominance of low-value-added activities. Although small and medium-sized enterprises account for more than 90% of firms, many are micro-units with limited productivity and growth potential, constraining job creation and efficient resource allocation. Entrepreneurship is increasingly viewed as a key mechanism to stimulate productive investment, absorb excess labor supply -especially among youth- and strengthen economic resilience. At the same time, Morocco’s hosting of AFCON 2025 and co-hosting of the 2030 FIFA World Cup generate unprecedented opportunities through large-scale investments in infrastructure, tourism, construction, and digital services. These mega-events are expected to create significant spillovers for SMEs and startups, fostering job creation and sectoral transformation. This study employs a Computable General Equilibrium (CGE) model based on the PEP-1-t framework to assess the macroeconomic and distributive effects of entrepreneurship in Morocco. Entrepreneurship is modeled as a distinct factor of production, alongside labor and capital, capturing managerial ability, risk-taking, and firm creation. Firms require entrepreneurial input to operate, and households supply this factor, receiving mixed income or profits in return. In the short run, its supply is assumed fixed, reflecting credit constraints and institutional barriers. |
