"Unlocking Sudan’s Rice Potential: Economywide Impacts of Rice Sector Expansion under Alternative Development Pathways" by Siddig, Khalid, Abdelbagi Ismail and Zuhal Elnour Abstract This paper assesses the economywide impacts of expanding Sudan’s rice sector under alternative development pathways. Rice demand in Sudan has grown rapidly, driven by urbanization and dietary shifts, while domestic production remains limited, resulting in rising import dependence and exposure to external shocks. Despite favorable land and water resources, rice production is constrained by institutional, technical, and market limitations. The study develops a Sudan-specific recursive dynamic computable general equilibrium (CGE) model calibrated to a detailed Social Accounting Matrix that disaggregates rice production and consumption. Four scenarios are analyzed: baseline trends, gradual expansion, self-sufficiency, and export-oriented growth. The model captures impacts on GDP, agricultural growth, trade balances, and structural transformation, and is linked to microsimulation modules to assess poverty and food security outcomes. Results highlight the potential for rice sector development to reduce import dependence, generate foreign exchange savings, and improve welfare outcomes in a fragile context. |
