"Tourism Productivity in the Age of AI: Modelling Economy-Wide Spillovers in Australia" Authors: Ratnayake, Jayani, Athula Naranpanawa, Tarlok Singh and Sarah Gardiner Abstract Productivity growth is a central determinant of an economy’s long-run prosperity, underpinning improvements in income, living standards, and welfare. Tourism, as a service sector with extensive backward and forward linkages to the wider economy, has the potential to generate significant economy-wide productivity spillovers. However, due to its composite nature, tourism is not explicitly represented in national accounting databases and has therefore received limited treatment in economy-wide modelling frameworks, particularly in the Australian context. This paper models the economy-wide spillovers of a productivity improvement in tourism on the Australian economy, using the ORANI-G Computable General Equilibrium (CGE) framework integrated with the Tourism Satellite Accounts (TSA). By leveraging the relationship between the national accounting framework and the TSA, the study extends the GTAP database for Australia to explicitly capture productivity changes in tourism and traces their impacts across the macroeconomic and sectoral levels. The analysis also explores technology-driven productivity scenarios, including the role of Artificial Intelligence (AI), within the tourism sector. Results show that productivity gains in tourism generate benefits well beyond the sector itself, producing positive spillover effects on national economic activity and welfare. These findings highlight tourism’s capacity to act as a catalyst for broader economic growth. This research addresses a critical gap in the Australian literature by providing a robust framework for modelling tourism productivity. The findings underscore the importance of coordinated policy efforts to incentivise investment in tourism-related infrastructure, technology adoption, and workforce skill development to enhance the sector’s productivity, resilience, and competitiveness. |
