"A Structural Quality Index of Economic Adjustment in CGE Models: The U.S.–ASEAN Case"

Abstract
This paper introduces the Structural Quality Index (SQI), an ex post diagnostic tool for comparing CGE simulation outcomes across scenarios, models, and closures. SQI maps high-dimensional bilateral and sectoral results into a unitless, sign-consistent index without altering the underlying CGE structure. The index preserves bilateral transmission, standardizes heterogeneous outputs using global median and MAD normalization, and aggregates correlated adjustment channels through PCA-based weights to limit double counting. SQI is useful in standard, fully specified policy exercises and remains informative when policy detail is incomplete and shock design is uncertain. Using U.S.--ASEAN trade-policy counterfactuals, SQI helps policymakers assess which response strategy delivers the highest-quality structural adjustment for ASEAN beyond aggregate GDP and welfare effects.
