Abstract
Utilizing a recursively dynamic Computable General Equilibrium (CGE) model with an OECD-ICIO structure, this presentation analyzes the potential impact of expanding CPTPP membership. The effects on trade in intermediate goods and services will be highlighted for consideration of the reconfiguration of cross-border supply chains. As of January 2026, ten countries have expressed their intention to join the CPTPP. Guided by the Auckland Principles, four countries—Uruguay, the United Arab Emirates, the Philippines, and Indonesia—may commence negotiations with the existing CPTPP member countries. Policy scenarios are designed to include the staging of bilateral tariff reductions and the reduction of non-tariff barriers to trade and investment. Estimates of ad valorem equivalents on non-tariff barriers are obtained through the application of a structural gravity model.
