GTAP 6 Data Base with Doha Scenarios Data
A version of the GTAP 6 Data Base (GTAPAgg Package) with arrays for 10 Doha tariff-cutting scenarios from CEPII and for tariffs corresponding to the reference-group weighted approach is now available to subscribers of the GTAP 6 Data Base.

Reference-Group Weighted Tariffs
The reference-group weighted (RGW) tariffs data were contributed by CEPII at the country level and aggregated to GTAP regions using GTAP trade data as trade weights. The data are now included with this release of the GTAP 6 Data Base to allow for aggregation of the RGW tariffs at the same time that a user creates a new aggregation with the GTAPAgg software.

Tariff revenues associated with the reference-group weighted tariffs are included as an extra header "RGTC" in the GTAP global data file (the encrypted file is basedata.hrx). After running GTAPAgg to create an aggregation, the aggregated tariff revenues are available in header "RGTC" in the aggregated data file (basedata.har) and the aggregated RGW tariffs are available in header "rTMR" in the tax rates summary report file (baserate.har). "rTMR" can be compared to header "rTMS" which reports the trade-weighted tariffs actually incorporated in the data base.

Users who would like to use the RGW tariffs instead of the trade-weighted tariffs in GTAP can modify the GTAP Data Base by targeting the RGW tariffs using the ALTERTAX facility which is an available option in RunGTAP. Since the file baserate.har is only a tax summary file and is not used directly in a GTAP simulation, the user may pick the tariff data for the few sectors/regions of interest and use them as targets rates in ALTERTAX. Another option for those interested in revising the tariff data for ALL the regions and sectors in the aggregation is to create a modified version of the file shocks.tab (available in RunGTAP) so that it will compute the shocks necessary to bring the tariffs data from the default trade-weighted tariffs in the GTAP Data Base to the reference-group weighted tariffs. An example TAB (and STI) file is available here. This calculation should be done outside the RunGTAP software. The resulting shocks file is the one that can then be used in the ALTERTAX simulation using the RunGTAP software.


Doha Scenarios Tariff Data
The tariff data for 10 Doha scenarios were constructed by CEPII from the MAcMap-HS6 tariff database (CEPII/ITC) and from bound tariffs from the WTO's Consolidated Tariff Schedules (CTS). They were contributed by CEPII already aggregated to the GTAP 6 Data Base 87-region level using CEPII trade data.

Tariff revenues associated with ad valorem tariffs (AV) and the ad valorem equivalent of specific tariffs (SP) were incorporated as extra headers in the GTAP global data file. In an initial release of this dataset, the Doha scenarios tariff data as provided by CEPII were used to calculate the tariff revenues. This resulted in some problems when Altertax is used to revise the GTAP tariff data from the initial 2001 rates in the GTAP 6 Data Base to the rates in the S0 (pre-experiment) scenario. This arises from trying to change some zero tariffs in the GTAP Data Base (zero due to zero GTAP trade) to non-zero tariffs in the S0 scenario. Advanced users can get around this problem by ignoring the tariffs for cases where GTAP trade is zero. In this release, we include tariff revenue data both for the Doha scenario tariffs as contributed by CEPII (header "DSTC") and tariff revenue data for Doha scenario tariffs which were filtered using GTAP trade data (header "DSTG"). The latter zeroes out the Doha scenario tariffs for the cases where trade is zero in the merchandise trade data used in the GTAP 6 Data Base.

After running GTAPAgg to create an aggregation, the aggregated tariffs under the 10 Doha scenarios are available in the tax rates summary report file (baserate.har) as headers:

RAST : tariffs by type (AV and SP) - provided for information only, summed up in RTTR

RTTR : total tariff (sum of AV and SP), generated from tariff data from CEPII (in DSTC) - provides full tariff information

RTTG : total tariff (sum of AV and SP), generated from tariff data filtered for zero trade (from DSTG) - sparser array of tariff data that can be used with Altertax to change tariffs in the GTAP 6 Data Base

This release of the data base includes a revised version of the time-series trade data file, tstrade.har, which will allow for aggregation across regions. This is to correct a bug identified in the GTAP 6 Data Base.
