"The European Commission's proposal for the next EU Generalised System of Preferences"

Abstract
This presentation outlines the European Commission's proposal for the next EU Generalised System of Preferences (GSP), which consists of the standard GSP scheme, the GSP+ scheme and the Everything but Arms (EBA) initiative. The new proposal aims at concentrating the benefits of the scheme on those countries most in need. For the standard scheme, changes are proposed as far as country eligibility, product coverage and the graduation mechanism are concerned. Adjustments are further proposed for the so called vulnerability criterion which is related to countries' eligibility of the GSP+ scheme and for monitoring and evaluation of implementation of GSP+ conventions. The EBA would remain unchanged.
