"Will climate policy improve European energy security?"

Abstract
This paper proposes a methodology to investigate whether climate policies will improve energy security. To do so, it builds on the literature exploring the concept of energy security to identify the various dimensions involved in this polysemic concept, and to develop a set of indicators to measure these dimensions. This set of indicators is then used to analyze a large database of scenarios. Focusing on Europe, the results highlight two messages. First, time matters: the effect of climate policy on energy security indicators depends on the time horizon considered. Then, for several indicators there are trade-offs, i.e. climate policy makes some energy security indicators worse. This allows identifying the risks of contradiction between climate objective and energy security, and indicates when complementary policies may be necessary to reconcile the two objectives. In particular, our results highlight the risk of deterioration of the affordability dimension of energy security on the short-term. Moreover, our results show that gas plays an important role on the short-term, which risks deteriorating the share of imports in energy supply and the energy import bill in particular, if gas is to be imported.
