"Assessing Economic Impact of Gender Inclusive Policies Using a CGE Model" by Dudu, Hasan, Kayenat Kabir and Fulbert Tchana Tchana Abstract There is an increasing global interest to promote the dual objective of accelerating growth and fighting poverty and addressing unequal access to opportunities at the same time. Gender equality contributes to economic growth.On the other hand, economic development is not enough to shrink all gender disparities —corrective policies that focus on persisting gender gaps are essential. When the emphasis takes the direction of gender equality for growth, there is a strong rationale in reducing inequalities. In this context it is imperative to provide quantified evidence of gender inclusive policies for growth impact, and CGE models provide us with a practical tool to measure the contributions of such gender inclusive policies. In this paper, we identify the main gender gaps in Chad using the Harmonized Households Living Standard Measure Survey 2017/18, analyze structural and endowment reasons behind the gaps using the Oaxaca-Blinder decomposition method, propose three gender inclusive policies based on the identified gaps, and quantify the economic impact of those policies using a CGE model modified to address gender issues. This paper has the potential to make two contributions at the conference. The first is to generate discussion on gender inclusive policies in the realm of inclusive economic growth focusing on the macroeconomic perspective.Secondly, this paper makes methodological contributions in CGE analysis of gender inclusive policies. |
