"Enhancing intra-African digital services trade from a regulatory perspective"

Abstract
Digitalisation is transforming global trade, prompting African Union member States to adopt a dedicated protocol on digital trade under the AfCFTA Agreement, recognizing its potential as a catalyst for the continent’s transformation. In this context, the paper empirically examines how existing digital trade-related regulations within and across African countries affect intra-African digital services trade. Using panel data covering all 54 African countries from 2014 to 2023 and based on the OECD-inspired Digital Services Trade Restrictiveness Index (Digital STRI), the analysis applies gravity modelling to determine whether the intensity or the number of restrictive measures most significantly hinders trade flows. It identifies priority regulatory areas where reform could significantly boost digital services trade and assesses the economic rationale for harmonizing specific digital trade regulations at the continental level. The findings are then aligned with the AfCFTA Digital Trade Protocol to propose targeted recommendations aimed at improving regulatory environments and supporting effective implementation to enhance intra-African digital services trade.
