"The Impact of Climate Change Mitigation Policies on the Agriculture Sector in Ireland - A CGE Analysis" by Dwyer, Jim Pat, Ole Boysen, Trevor Donnellan and Andrea El Meligi Abstract Despite ranking 14th among EU-27 nations in terms of agricultural output, Ireland strongly leads the EU-27 both in terms of Methane (CH4) and Nitrous Oxide (N2O) emissions per capita (Eurostat, 2024c). Agriculture is the largest sectoral contributor to Ireland’s GHG emissions at 37.3% for 2023 (excluding LULUCF) (Environmental Protection Agency, 2025b), with 62.5% of these emissions resulting from enteric fermentation (Climate Action Plan, 2024) and 22.8% coming in the form of Nitrous Oxide (N2O), resulting mainly from the application of both organic and chemical fertilisers (Climate Action Plan, 2024). This study analyses the economic impact of implementing a series of climate change mitigation policies (CCMPS) on the agriculture and food sector in Ireland. The analysis is carried out using a computable general equilibrium (CGE) model in which the impact of specific climate change mitigation policies will be tested. This CGE model will provide a detailed picture of the effects of CCMPs both on the agri-food sector, and also importantly, on the links with the wider Irish economy through producers, factor markets, households and government spend- ing. In doing this, we aim to answer the following research question - How do alternative climate change mitigation policies impact the economic performance of Ireland’s agriculture and food sector? |
