Abstract
In response to climate change and increasing resource pressures, the transition to renewable energy is seen as a key strategy for decarbonizing the economy. However, this transition involves several potential trade-offs, including land-use change, increased material demand, and adverse effects on prices and employment. Spain is pursuing an ambitious decarbonization strategy with strong renewable energy and efficiency targets, while aiming to ensure a just transition. Yet, existing research largely focuses on technology-centred pathways, often neglecting demand-side measures and the socio-political feasibility of proposed strategies. This study investigates the sustainability and wellbeing outcomes associated with alternative decarbonization pathways for Spain up to 2040. Using a recursive-dynamic Computable General Equilibrium model, it evaluates economy-wide interactions and captures regional dynamics at the NUTS2 level. A comprehensive indicator framework integrating 38 environmental, social, and economic indicators is applied to assess the multi-dimensional impacts of energy policies. To address key gaps, the study combines technology-based and demand-side approaches and integrates stakeholder perspectives through a scenario co-design process. By involving actors from public administration, industry, civil society, and research, the analysis enhances the socio-political relevance of the scenarios and provides policy-relevant insights into Spain’s energy transition.
