"Pathways to “High-Performance Sustainability”: Does Organic Farming Close or Widen the Gap?"

Abstract
The European Union (EU) aims to bring at least 25% of agricultural land under organic management by 2030. This target reflects the ambition to transition toward a more sustainable food system, yet current adoption trends indicate that a substantial acceleration will be required to meet it. Beyond the challenge of scale, a more fundamental question remains insufficiently addressed: Is organic farming alone capable of delivering high environmental performance, or does it need to be combined with complementary technologies and biodiversity policies to avoid major trade-offs?
This study evaluates organic farming not only as an isolated policy instrument, but as one element within a broader sustainability policy portfolio. Using the Global Biosphere Management Model (GLOBIOM), we simulate a set of scenarios combining (i) organic farming expansion targets, (ii) subsidies for agricultural mitigation technologies (including emission-reducing practices and carbon sequestration), and (iii) integrated policy packages that combine these instruments. This design allows us to assess whether organic farming narrows or widens the gap between environmental ambition and agricultural performance.
