"Opciones de Politica Comercial para Chile: una Evaluacion Cuantitiva"

Abstract
We examine the net economic benefits and Government revenue implications for Chile of: (1) forming a free trade area with MERCOSUR; (2) forming a free trade area with NAFTA; and (3) reducing its external tariff multilaterally and bilaterally. We show that NAFTA will be beneficial to Chile, but not if Chile fails to obtain improved access in one of its key export sectors. We show that Chile can gain from its participation in MERCOSUR, but only if it reduces its external tariff between 6% and 8%. We show how complementary reforms of domestic tax policy are crucial. Finally, results for specific sectors in Chile vary with the trade reform chosen.
