"Representation of fuel usage in general equilibrium modeling"

Abstract
In computable general equilibrium (CGE) analysis, the values of all commodities including fuels are represented in monetary units. This suggests that for a multi-energy-input sector, under a given output level, inter-fuel substitution under carbon pricing can inadvertently change the energy use levels in physical units and therefore unintentionally contribute to alteration of the underlying energy efficiency. However, a significant change in energy efficiency implied by interfuel substitution is unlikely to happen. In this study, we propose an approach to address the issue in a CGE modeling framework.
