The Board approved to name the following as Research Fellows for 2010-2013:
Kym Anderson For his leadership in research related to the measurement of agricultural protection and the barriers to trade, as well as their consequences for economic activity. Peter Dixon For outstanding and innovative theoretical contributions to GTAP and the broader field of CGE analysis. Elena Ianchovichina For outstanding theoretical contributions to GTAP and to dissemination and training activities of the GTAP Model and the GTAP Data Base. Marc Mueller For the outstanding development of updated database, in particular new IO tables concerning the European Union. Fan Zhai For outstanding and innovative theoretical contributions to GTAP in particular new modeling approaches on firm heterogeneity and gains from trade. |

| Alan A. Powell Award |

Each year at the GTAP Advisory Board meeting we present an award to one of the members of the Board in
recognition of outstanding service. This award is in honor of one of the Founding Members of the Advisory
Board, and the intellectual grandfather of GTAP - Alan A. Powell.
The 2010 recipient of the Alan A. Powell Award is Antoine Bouët. Antoine has been a member of the GTAP Network for a number of years, and in 2005, was selected as a GTAP Research Fellow for his work on the MAcMap data base of protection which has allowed for great advances in our modeling of trade policy using the GTAP Data Base. Since moving his policy affiliation from CEPII to IFPRI, Antoine has become the board representative for that agency. In this capacity, he has made further important contributions to the GTAP infrastructure both directly through his own work as well as indirectly through the work of those he has supervised. He has encouraged the flow of African SAMs as well as African scholars into the GTAP Network. This is very important, as Africa is perhaps the region which stands to gain most from participation in, and utilization of, this open research network. However, the dual constraints of lack of trained people and lack of data both stand in the way of such progress. In this regard, Antoine's recent work on the very ambitious AGRODEP project is most encouraging. His efforts to engage GTAP in that project have been important and promise to enhance the value of the GTAP Network to African economists and policymakers. Antoine has also given unselfishly of his time as the chair of the Research Fellows Committee, a job which has taken on with vigor and seriousness of purpose. In so doing, he has ensured that this recognition is bestowed upon the most deserving individuals in the network. In addition to his institutional leadership at IFPRI and on the board, Antoine continues to contribute through his own research into issues surrounding international trade and economic development. His careful work teasing out the reasons for divergent estimates of the gains to developing countries from the Doha Development Agenda stands as a shining example of the kind of serious work which Alan Powell championed. It is therefore our great pleasure to award this year's Alan Powell Award for outstanding service to the GTAP Advisory Board to Antoine Bouet.
